Education a right or a duty, well it's not all that obvious because rights and "reposnsibilities" duties are not necessarily in conflict which is what your title presuposes. Which is which depends on your notion of accountiblity, and I am not qualified to argue the case for either one in French and would not be prepared to argue the case in English without both parties to the discussion paying attention to definitions and the logical details of the discussion as it procedes.

Hum...Rights or Duties, I can just imagine the controversy there...

There is a difference between rights and duties. The case in discussion, the right free education, is one of the Human Rights. The Human Rights were created to protect the citizen against the abuses that could be made by the State. In time, the number and tipes of human rights grew. So, free education is a right, not a duty - at least in its concept.
If the citizen feels forced to study, well, that's another problem, but not one that involves Right. That's a personal problem. Some people love to go to school while others hate it. That's a fact.
But, there's no doubt that free education, at least until certain age, is a right - if it is in the Constitution of the Country as a Right.
In Brazil, where I live, it is, so, it's a right and no one wonders about it. Au contraire, we are trying to expand that right.

Thank you very much for your comment Tais. I completely agree with you. Education is and should always be free, and it is an advantage for everybody to be able to study and be able to learn. Now, whether some people like studying or not, this is another story.

But the idea is to give everybody the same chances in life through learning, even though, sometimes, it is easier said than done.

Yes, unfortunatelly it is easier said than done, but that shouldn't be an obstacle. After all, it is through education - a good education - that a Country has a chance to develope, otherwise, it gets stuck in the underground.

Yes, without education, we are going nowhere. I am with you all the way and everybody will get there, eventually...
